The Three Seas Initiative is a regional cooperation established in 2016. The building of new connectors between networks and the development of gas trade are some of the most important objectives of the cooperation scheme. Representatives of the Three Seas Initiative will discuss new security architecture on gas markets in the region.
Discussion points:

  • new sources and directions for the gas supply to the region,
  • Northern Gateway and security and development of gas trade in the Three Seas area,
  • trans-Atlantic cooperation – strategic partnership between the US and Three Seas Initiative?
  • whether and how to integrate gas markets in the region?

PANEL II
INTEGRATION

Forum of operators in the Three Seas area – integration of gas markets in the region.

Infrastructure operators play a key role for the development of cooperation and the integration of gas markets in the Three Seas Initiative Area. They create the physical and organizational framework supporting the flow of gas between markets.  The discussion on opportunities and integration models will involve representatives of transmission system operators, storages and commodity exchanges in the region.
Discussion points:

  • experience in gas markets integration,
  • barriers to gas markets integration in the region,
  • socialization of new transport infrastructure cost,    
  • role of trade and storage infrastructure,
  • new opportunities for cross border trade based on new infrastructure (Baltic Pipe, GIPL),
  • integration of power and gas markets – new challenge for operators.

GAS MARKETS AFTER PANDEMIC

The SARS CoV2 pandemic took its toll on energy, fuel and gas markets all over the world. The declining consumption, growing competition and historically low gas prices determine a new reality for the gas industry. The panel discussion will involve gas market experts and managers from Poland and abroad who will share their opinions about and forecasts for gas markets in the future.

PROSPECTS
Prospects for investment financing in the gas and oil industry
Moderator: Marcin Roszkowski

The oil and gas industry has faced a peculiar situation. The situation necessitates a deep and costly transformation. This coincides with important decisions made, such as the one by the European Investment Bank, on reducing the funding for gas infrastructure. Optional mechanisms supporting the energy transformation are now negotiated within the European Union. In this context, the Three Seas Initiative Fund seems to be an interesting solution for the financing of regional investment in the gas sector. The above-mentioned issues will be disused by the panel involving representatives of the banking sector and oil and gas industry.

  • consequences of the decision made by the EIB,
  • new model for investment finance in the oil and gas sector,
  • Green Deal and funding for energy transition,
  • financial needs of the sector in the energy transition period.

Biomethane – the future fuel and its role in the energy transition in Poland
Moderator: ed.  Wojciech Jakóbik

According to the EU Climate Policy, the use of biomethane as an alternative fuel in the energy and heat sectors may help to reduce the emission of greenhouse gases and meet goals of the energy transition in Poland. Polska Spółka Gazownictwa (PSG) has followed the development of new technologies important for the energy sector and incentives introduced by the Polish Government designed to support the transition to the low-emission economy based on ecological sources of generation and highly efficient infrastructure.
The update of the strategy pursued by the PSG, the Distribution System Operator, includes a task of adjusting the distribution network to ensure reliable supply and distribution of “green” gas - biomethane.

  • Prospective demand for biomethane,
  • Technical issues related to the introduction of biomethane to the network,

Polska Spółka Gazownictwa has planned to modernize its distribution network to contribute to the transition toward the low-emission economy in Poland. The company has been also implementing plans defined by the Polish government. Among other things, its goal is to improve the comfort of living for citizens by improving air quality, better access to energy sources, as well as job creation and stimulation of economic growth in the country.

STRATEGY
A new strategy for natural gas and oil during the energy transition

The Green Deal announced by the European Commission has an ambitious goal of building a climate neutral economy free from fossil fuels. The implementation of goals set by the Commission necessitates new business models to be developed by the oil & gas industry. A question should be asked about the future use of transport and storage infrastructure now dedicated to oil and gas.

Discussion points:

  • Is it possible to get rid of oil and gas in the economy?
  • hydrogen – w solution to decarbonisation?
  • natural gas is a transition fuel,
  • current infrastructure can be used for transport and storage of “green gas”,
  • cost of energy transition to be incurred by the oil & gas industry
  • new business model for the oil sector while implementing the “Green Deal”


PANEL VII - CYBERSECURITY
“Security – current challenge for the utilities sector facing cyber threat, legal and technological changes”.

The current view on energy security needs to take into account the cyberspace as a pivotal area for the operation of the critical infrastructure. The building of an efficient security system to protect the fuel and energy sectors against cyberattacks has been equally important as the diversification of oil and gas supplies.
